The UAE aims to give citizenship to a select group of foreigners. 

Prime Minister Sheikh Mohammed Bin Rashid Al Maktoum said:

“The new directives aim to attract talents that contribute to our journey of development.” 

The UAE cabinet, local Emiri courts & executive councils will nominate those eligible for the citizenship under clear criteria set for each category. The law allows receivers of the UAE passport to keep their existing citizenship.

We adopted law amendments that allow granting the UAE citizenship to investors, specialized talents & professionals including scientists, doctors, engineers, artists, authors and their families. The new directives aim to attract talents that contribute to our development journey.

However, the reforms would enable selected investors and professionals.

This will include scientists, doctors, engineers, artists, authors and their families, to be granted citizenship by the UAE.

Those eligible for citizenship will be nominated by the UAE cabinet, local courts and executive councils.

Although, conditions will be set for each category, he said.

The legislation would also allow UAE passport recipients to retain their current citizenship. 

The requirements that must be met to obtain citizenship are, according to a statement released by the UAE state news agency WAM:

• A property in the UAE must be purchased by investors. 
• Doctors and specialists are expected to specialize in a particular scientific discipline or any other scientific principles which are highly important in the UAE. 
• Scientists are expected to be an active researcher in a private sector or university or research. center, with practical experience of not less than 10 years in the same field.
• Pioneers in the fields of culture and art, and recipients of one or more foreign prizes, should be individuals with artistic abilities, such as intellectuals and musicians.
• A letter of recommendation from relevant government agencies is compulsory as well. 

According to the statement, citizenship may be revoked upon violation of the terms.

It was not immediately clear if the full rights and benefits of people born in Emirati would be given to those who would be granted citizenship.

Strict protocols have been imposed for inbound and outbound passengers. Passengers arriving at Dubai must download COVID-19 DXB app and register details, have a health declaration forms filled with any health symptom prior to departure and have a PCR test done prior to 96 hours (4 days) of their departure. Also, it would be required to show proof of whether not being COVID positive. If failed to prove a PCR test would be conducted at Dubai.

While coming to Dubai, it is mandatory to have international health insurance. If tested positive from Dubai, 14-day quarantine must be observed at a governmental institution at passenger’s own expense. All tourists must follow two-meter social distancing norms or else would face a penalty.

You’re an expatriate and you want to set up a business in Dubai. Where do you start? What are the legal procedures you should pass through? Where is the best location to set up your business? Do you set up in a free-zone or not? What are the Visa requirements for you as the owner of the business? Setting up a business in Dubai requires six procedures that on the average may take eight days to complete. However, prior to beginning the process, consider the following vital information:

Ownership:

If you are looking to have 100% ownership of your company, then it has to be set up in a free zone. This rule does not apply to oil and gas companies with concession agreements, electricity companies, and companies into water treatment, transmission, and distribution.  There are 20 different free zones in Dubai, 46 in the United Arab Emirates (UAE). For a full list of them click on this link. Free zones are also good options because they offer ease in setting up businesses. However, if your business is not set up in a free zone, then it is advisable to set up a locally registered limited liability company (LLC) for which a UAE national will need to have 51% partnership as a “local sponsor”. A sponsor must be paid a negotiable yearly fee and building a good relationship with your sponsor will be to your own advantage.

Licensing:

In order to set up your business,  it must be licensed in the UAE. The type of business you set up will determine the kind of license you will need. Under UAE law, there are five types of businesses that foreign entities can set up: a permanent establishment, a branch office, a civil company (limited to Sharjah and Dubai), a commercial agency agreement, or a UAE free zone entity. Taxes:

There are no corporate taxes levied by the federal government on income or wealth of companies and individuals. However, there is an applicable duty levied by each municipality in each emirate at the issuance or renewal of a trade licence equal to 10% of the annual rent (offices and warehouses) and 5% of total salary remuneration to employees. Besides companies set up in free zones, a progressive tax is levied on companies that conduct trade or business through a permanent establishment situated in an Emirate (permanent establishment type of business). If the business you wish to startup in Dubai is a local company, it will be important that the UAE national who is your sponsor applies for you as the investor of your business. For staff, the number of visas your business will be able to apply for will depend on the size and type specifications of the business. According to founder of STEP, Mr. Ray Dargham, a person has three opportunities in life; his twenties, his thirties and his forties. This is but an example of the candid remarks that Ray made during yesterday’s Startup Grind, hosted by Google for Entrepreneurs, at in5 innovation center in Dubai.

Ray is an individual that, upon study of website content on traditional Arabic websites and media, noticed that there was a gap in engaging content and saw the opportunity to fill this gap. Thus he was led to set up the uprising media empire known as STEP.

Ray and STEP also host a yearly conference for entrepreneurs, startups and content producers known as STEP conference, the largest interactive gathering in MENA (the Middle East and North Africa). This year’s STEP conference will come off from April 5th to the 7th and will be hosted at the Dubai International Marine Club.

Throughout the program, Ray spoke of his personal experiences in setting up a team to accomplish the goal he wanted to achieve and a few of his personal insights with those that attended the program. STEP is mainly in the business of producing Arabic content for several different websites. Some of this content production is automated in that, a system processes which content is the most appropriate for which sites based on the region of the site’s reach, and the website’s purpose. One interesting thing he said was that he could not tell any business what challenges it should look for and what cases to avoid because each business is a unique case of its own with its own specific characteristics and challenges.

In the case of his business, he explained he wanted to add humorous content to websites. However, with each different type of Arabic dialect, there was a type of humor that was particular to it. So, in building a team, he had to find ppl to develop content for different dialects of Arabic as opposed to developing the same content across. Hence, he has teams of content producers for different regions.

My biggest takeaway from the conference was that there is no right formula for business.
